All lots or parts of lots, houses, and other buildings located on those portions of any street extending north and south and being north of the Austin Street base line shall be known and designated as “North” and all south of the Austin Street base line shall be known and designated as “South,” and all located on all those portions of any street extending east and west and being east of the Oak Street base line shall be known and designated as “East” and all west of the Oak Street base line shall be known and designated as “West.” The prefixes shall be placed before the proper name of the street, e.g., “West Austin Street” or “North Oak Street.”

(a) 
Safe condition required.
The city fire marshal, building inspector, electrical inspector, police officers, and such other persons designated by the city shall have power, and it shall be their duty, to examine and inspect from time to time all telegraph, telephone, electric light or other poles, gas pipelines, pipes, and other fixtures in the public places within the city for the purpose of seeing that all of them are in a safe and suitable condition, and whenever any such item is found to be unsafe or unsuitable for the purpose for which it is used, the person using, possessing, or maintaining it shall be notified and required to place same in a safe and suitable condition.
(b) 
Authority to adopt additional regulations.
The city hereby reserves the right to put into effect at any time other restrictions and regulations as to the erection and maintenance of poles, wires, pipes, and other appurtenances in the streets, easements, alleys, and other public places of the city and from time to time to require poles, pipes, wires, and other property, equipment and fixtures as it may deem proper to be removed and to require wires to be run in conduits on such terms as the city may deem proper.
