(a) 
There shall be a charge as set forth in the fee schedule in appendix A of this code assessed and collected from each person, firm, or corporation who is responsible for payment of charges for water service from each connected city water meter within the city limits, per each such water meter per month.
(b) 
The charge shall be for the cost of electricity for the city streetlight system, except, however, that any charge or charges assessed may be excused from collection or the account of the customer may be credited for the amount of the charge or charges if the premises served and connected to the meter are unoccupied and vacant. To be entitled to the non-collection of the assessed fee, the customer must notify the utility office of the city within ten days from receipt of its customer’s bill of the vacancy and non-occupancy either by registered mail or in person and by personal signature verifying the vacancy and non-occupancy.
(c) 
The electricity cost shall be listed as a separate item on each water bill and shall be due and payable at the time that water services are due and payable.

The city shall from time to time adopt an ordinance approving rate schedules to be charged by Texas-New Mexico Power Company for electric power and energy sold within the city. A current copy of the schedule shall be kept on file and available for public inspection in the office of the city manager.

The city shall from time to time adopt an ordinance prescribing the rates to be charged by West Texas Gas Company for the sale of gas within the city and providing for an adjustment in the purchase gas adjustment clause, a prompt payment provision, an average billing plan, customer deposits, and turn-on and returned check charges. A copy of the of the most recent ordinance shall be kept on file and available for public inspection in the office of the city manager.
