(a)
The city or its agent shall operate a collection/transfer station for sanitary disposal of municipal solid waste in compliance with the laws, rules and regulations of the state.
(b)
The city or its designated agent shall be authorized to use the collection/transfer station according to the provisions of this article and other city requirements for the purpose of temporary collection and transfer of refuse generated by commercial and residential regular garbage collection services and special pickup services.
(c)
The city shall be authorized to receive refuse from individuals who wish to haul such refuse to the collection station for disposal for a fee which shall be herein established provided that the individual delivers such refuse during normal hours of operation. Normal hours of operation are 9:00 a.m. through 6:00 p.m. and closed on Wednesdays and Sundays.
(d)
During all hours of operation of the citizens collection station there shall be an employee of the city on duty at the gate who shall be designated as the station gatekeeper and who shall restrict access to the station to only those persons who shall pay a fee for the use of the citizens collection station for the purpose of disposal of refuse and to authorized city employees. All other persons shall be required to receive permission from the city manager prior to entrance to the station.
