(a) 
The city or its agent shall operate a collection/transfer station for sanitary disposal of municipal solid waste in compliance with the laws, rules and regulations of the state.
(b) 
The city or its designated agent shall be authorized to use the collection/transfer station according to the provisions of this article and other city requirements for the purpose of temporary collection and transfer of refuse generated by commercial and residential regular garbage collection services and special pickup services.
(c) 
The city shall be authorized to receive refuse from individuals who wish to haul such refuse to the collection station for disposal for a fee which shall be herein established provided that the individual delivers such refuse during normal hours of operation. Normal hours of operation are 9:00 a.m. through 6:00 p.m. and closed on Wednesdays and Sundays.
(d) 
During all hours of operation of the citizens collection station there shall be an employee of the city on duty at the gate who shall be designated as the station gatekeeper and who shall restrict access to the station to only those persons who shall pay a fee for the use of the citizens collection station for the purpose of disposal of refuse and to authorized city employees. All other persons shall be required to receive permission from the city manager prior to entrance to the station.

The station gatekeeper shall have the authority to designate the area of disposal for the various types of refuse according to the directions of the city manager and sanitation supervisor. The landfill gatekeeper shall be authorized to refuse service to any person who seeks to dispose of any type of liquid waste, waste from any type of vacuum truck, hazardous waste or any waste which cannot be identified as complying with all city and state regulations as waste which can be legally accepted at the citizens collection station.

It shall be illegal for any person to remove any item from the citizens collection station which has been placed at the collection/transfer station for the purpose of disposal. However, nothing in this section shall prohibit the city from selling any item or items which have been disposed of provided that sale is in compliance with the charter of the city. The city manager shall be authorized to sell for scrap any metal item or items which have been deposited at the station provided that the sale is compliant with the city charter, and with the approval of the city council, the city manager may negotiate an agreement for hauling out of the station any metal item or items without charge provided that the agreement includes sufficient quantities of metal or items which shall justify the expense of loading to the city.

No person shall deposit any item which is on fire or smoldering at the citizens collection station, and it shall be illegal for any person to start or set any fire at the citizens collection station. Nothing in this section shall prohibit the city from burning in a controlled setting as shall be approved by the state commission on environmental quality.

(a) 
Construction and demolition (C&D) debris is defined by the EPA as the waste material produced in the process of construction, renovation, or demolition of structures. In addition, it includes the materials generated as a result of natural disasters. Components of C&D debris include materials such as concrete, asphalt, wood, brick, metals, wallboard, and roofing shingles.
(b) 
The fees set forth in the fee schedule in appendix A of this code are determined to be fair and reasonable and will be charged as gate fees for disposing of C&D debris, brush, trees and lawn clippings at the city citizens collection station.

Given the nature and difficulty associated with disposal of tires, asphalt shingles, and other rubber or petroleum based products, sanitary landfill fees for such items shall be charged at the rate set forth in the fee schedule in appendix A of this code.

The citizens of the city shall be allowed to dispose of a pickup load (not to exceed one cubic yard or 3 feet x 3 feet x 3 feet) of yard waste per month. Prior to being allowed to dispose of such yard waste at the citizens collection station free of any station fees, said citizens shall present to the gatekeeper a current paid water utility bill and a valid ID.
