(a) 
There shall be appointed by the city manager the water and sewer supervisor without confirmation by the city council. The water and sewer supervisor shall be appointed for an indefinite period and shall be subject to discharge at the will of the city manager without confirmation of the discharge by the city council.
(b) 
The water and sewer supervisor shall be responsible to and subordinate to the director of public works.
(c) 
The water and sewer supervisor shall be the administrative officer of the water and sewer system, which shall include all pumphouses, pumps and motors, reservoirs, wells, standpipes, elevated and ground storage tanks, water and sewer mains, fire hydrants, water meters, curb stops, gate valves, manholes, cleanouts, electrical equipment, and all their property and machinery used in and connected with the water and sewer system. He or she shall have general supervision over all employees of the water and sewer system and shall make frequent inspections of all pipelines and all other equipment used in or connected with the water and sewer system and all property used or connected therewith. He or she shall maintain a safe water supply and sanitary sewer conditions for customers of the water and sewer system.

The water and sewer supervisor is hereby authorized and empowered to shut off any pipeline, pump or motor, or any other facilities of the water and sewer system for the purpose of making repairs, extensions, connections, or any other additions or modifications deemed necessary. In any such event, the supervisor shall first notify the customers to be affected thereby of such shut-off in advance thereof unless an emergency requires otherwise.

The water and sewer supervisor shall report all violations of this article to the director of public works and shall proceed to file complaints against any person found in violation of this article.
