The fiscal year for the city shall begin on the 1st day of October of each calendar year and shall terminate on the 30th day of September of the next succeeding calendar year.

In accordance with article 103.0031 of the Texas Code of Criminal Procedure, there shall be imposed an additional fee of thirty percent on all debts and accounts receivable, i.e.: fines, fees, restitution, other debts, and costs that are more than sixty days past due and have been referred to an attorney for collection.

(a) 
Adoption of policy.
The city shall adhere to article 3, section 52 of the state constitution prohibiting a city from lend[ing] its credit or grant[ing] public money or thing of value in aid of, or to any individual, association or corporation whatsoever. All disposition of worn-out, scrap, obsolete or unused personal surplus or salvage property of the city shall be approved by the city council according to the probable value of such personal property as estimated by the council.
(b) 
Purpose and intent.
It is the purpose of this section to follow state guidelines for disposal of city property.
