(a) 
All elections pertaining to municipal affairs of the city shall be governed by the election laws of the state.
(b) 
Hereafter all elections for the selection of city officials and other measures shall be held at the location designated by the city secretary or election judge.

It shall be the duty of the city secretary to notify all persons elected and all newly elected officers may enter upon their duties on the fifth day thereafter, Sundays excepted. If any such officer fails to qualify within thirty (30) days after his election, his office shall be deemed vacant.

Councilmembers shall hold their office for a term of two (2) years from their election and until their successors have been qualified.

All offices of the city, except members of the governing body, shall hereafter be filled by appointment as hereinafter provided; provided that all such officers who have been elected by vote of the people shall be allowed to serve until the expiration of their terms of office. At the expiration of the present terms of office of elected officers, except members of the governing body, such offices shall be filled by appointment by the mayor, subject to confirmation by the city council.
