No owner shall have within the city any dog or cat four months of age or older unless such dog or cat is currently registered with the city. Before a city registration certificate will be issued, the owner of any dog or cat must present a copy of a certificate from a licensed veterinarian showing that said dog or cat has been vaccinated for rabies within the preceding twelve (12) months. An exception to the required rabies vaccination may be made if the owner presents a certificate from a licensed veterinarian stating that such rabies vaccination would be detrimental to the health of the animal, a current metal registration certificate, issued at city hall must be affixed to a collar or harness and must be worn by the dog or cat at all times. A registration certificate shall be valid only for the animal for which it was originally issued. Registration certificates shall be renewed annually. The registration period will be from January 1st to December 31st. Certificates for the new period shall be available for sale at least thirty (30) days in advance of and thirty (30) days following January 1st, and shall constitute a valid registration upon issuance. Any dog or cat taking up residence in the city or animals reaching four months of age shall be registered within thirty (30) days by the owner.
