(a) 
The office of plumbing inspector is hereby created; such inspector to be appointed by the mayor, and the council will set the rate at which the inspector will be paid.
(b) 
Said plumbing inspector shall discharge the duties required of him by statute and receive for his service, the compensation prescribed by city council.
(c) 
The plumbing inspector shall report all changes in the number of sewer connections to the sewer department of the city.
(d) 
The plumbing inspector shall receive for each new job of plumbing inspected by him the sum established by city council, to be paid by the plumber doing the work, who may charge said inspection fee to his account against the persons having the work done and collect as a part of the costs. It shall not be necessary to inspect, except upon the request of the owner, any repairs of the plumbing. But when such inspection is had upon the request of the owner, the plumbing inspector shall be entitled to the same fee as in other cases, to be collected in the same manner.

(a) 
The inspector shall have the power to condemn any work heretofore to hereafter installed when in his opinion such work is not sanitary or is dangerous to the health of the community in which any of said work may exist.
(b) 
There will be one test on all work installed in any building. When any “roughing in” is completed, all waste and vent openings must be sealed with solder or plugs, and the entire system filled with water or made airtight and same must be inspected by the plumbing inspector. The inspector must inspect all sewers or any and all connections made with the city main, and branches of said sewer or connections must not be refilled until said sewers or connections have been approved by the plumbing inspector.
(c) 
When plumbing installation in any building is completed, the plumber shall secure for the owner of such building, from the plumbing inspector, a certificate of inspection signed by the inspector, certifying that the said work has been tested as provided by law, and shall report all new installations and all additional fixtures connected to the sewer systems, to the sewer department of the city.

(a) 
It shall hereafter be unlawful for anyone other than a person licensed by the city to do any plumbing or gasfitting within the city limits, except upon premises owned and occupied by him. By “plumbing or gasfitting” as used herein, is not meant connecting, disconnecting or adjusting gas stoves or ranges.
(b) 
Anyone desiring to do plumbing or gasfitting in the city shall make application to the city secretary, who, when furnished with state plumbing certificate dated subsequent to January 1, 1938, shall issue the applicant a license upon his paying the license fee of ten dollars ($10.00) and executing and delivering to the city secretary a good and sufficient bond in the sum of five hundred dollars ($500.00), payable to the city, and signed by some approved surety company, which license shall entitle the licensee to do plumbing and gasfitting in the city for a period of one (1) year from the date of its issuance or the first (1st) day of January next following its issuance.
(c) 
The bond hereby required shall expire on the first (1st) day of January of each year and shall be conditional that the person who has made application for a license to do plumbing and gasfitting in the city shall do all work contracted for and undertaken in strict accordance with the ordinances, rules and regulations of the city relating to such work.
(d) 
It shall hereafter be the duty of every plumber or person installing plumbing work or gasfitting or fixtures in this city, provided; that this shall not apply to any connecting, disconnecting, or adjusting gas stoves or ranges, upon “roughing the work in” and again upon the final completion of the work, to notify the plumbing inspector, who shall make a thorough inspection of said work and see that it conforms to the rules, regulations and requirements hereinafter provided, before issuing a certificate approving the same.

The provisions of the 2012 International Plumbing Code relating to the installation, alteration, repair or replacement of plumbing, piping, fittings, fixtures, and equipment which may be connected to any water, sewage and natural gas system in the city are hereby enacted to govern all plumbing work in the city. One copy of said code is on file in the office of the city secretary and the same is hereby adopted and incorporated as fully as if set out at length in this article.
