No person, firm, corporation, partnership, association or any other legal entity shall construct or cause to be constructed any structure or substantial improvement to any structure (residential, industrial, commercial or otherwise) without first obtaining a permit to construct same from the city building permit agent of the city, which said office is hereby created and shall be filled by appointment by this body.

A fee for each building permit shall be paid to the city secretary upon application for a building permit, and based on the following schedule:
(1) 
New home: Building inspector’s cost plus $25.00 administrative fee.
(2) 
Commercial building in or out of the fire limits: Building inspector’s cost plus $25.00 administrative fee.
(3) 
Any permit to remodel within the fire limits: Building inspector’s cost plus $25.00 administrative fee.
(4) 
Carport: $25.00.
(5) 
Storage shed: $25.00.
(6) 
Fence: $25.00.
(7) 
Deck/patios: $25.00.

(a) 
All applications for building permits shall state the actual shape and dimensions of the lot to be built upon and the exact sizes and locations on the lot of the main building proposed to be built or presently existing, and any accessory building proposed to be built or presently existing.
(b) 
Any person who shall violate any of the provisions of this section or who shall fail to comply therewith or with any of the requirements thereof, or who shall erect or alter any building, or who shall commence to erect or alter any building in violation of any statement or plan submitted or approved thereunder, shall for each and every violation or noncompliance be deemed guilty of a misdemeanor and each day such violation shall be permitted to exist shall constitute a separate offense. The owner of that building or premises or part thereof where anything in violation of this article shall be placed or shall exist, and any architect, [who] may have assisted in the commission of any such violation shall be guilty of a separate offense and upon conviction shall be subject to the penalties herein provided.
