It is the intent and purpose of this article to protect the public interests and general welfare by supervising the installation and maintenance of driveways and walkways over the gutters in the streets of the city and thereby controlling the drainage of streets and gutters.

It shall be unlawful for any owner, agent, lessee, or any persons occupying any lot, tract, or parcel of land, to construct, reconstruct, or repair or cause to be constructed, reconstructed, or repaired, any driveway or walkway over the gutters of the streets of the city for the purpose of ingress or egress to such lot, tract, or parcel of land from a public street without first giving notice to the city secretary of the intention to make said construction.

The city official in charge of the city streets upon receiving a request from any person or firm to so construct any driveway or walkway over the gutters to the streets of the city shall inspect the premises in question and shall recommend the size and length of the culvert to be placed under such driveway or walkway, and said person or firm making the construction, reconstruction, or repair, shall comply with such recommendations. The city official in charge of the city streets shall give such persons making a request a memorandum of writing which sets forth the specifications for such culvert. It shall be incumbent upon the person or firm making the request to comply with the said specifications in said construction.
