(a)
Authority to organize a volunteer fire department be and is hereby given to citizens of the city designated by the city council. Said fire department is to be organized for the protection of life and property in the city in case of fire or any other emergency.
(b)
Said fire department shall elect from its membership a chief, assistant chief, president, vice-president, secretary and any other officers they see fit. Elections shall be held as soon as the organizing is complete and thereafter on the first meeting night in May of each year. The officers so elected shall serve without pay. All elections shall be confirmed by the city council.
