(a) 
No person, firm, company, corporation or association shall cast, throw or fire any rocket, firecracker, torpedo or other combustible fireworks of any kind on or across the public square, any street, alley, sidewalk, or any other public place or building within the city.
(b) 
However, this section shall not apply to the public demonstration or display of fireworks conducted under the general supervision of the volunteer fire department after application has been made and approved by the city council. Such permission shall not be granted by the city council if in their opinion such demonstration or display cannot be so located, discharged or fired so as not to be hazardous to property or endanger the public safety.
