(a) 
The code enforcement officer or other police officer shall examine into all garbage, offal disposal, nuisances detrimental to public health, sources of filth, and causes of sickness within the city and the owner or occupant shall cause to be removed, destroyed, or prevented as the case may require.
(b) 
It shall be unlawful for any person within the city to allow any garbage, offal, or any substance detrimental to public health to accumulate or to remain on the premises owned, occupied or controlled by him.
