There is hereby created a police department of the town, the
director of which shall be the chief of police. The police department
shall be composed of the chief of the police and other officers and
employees as the town council may provide. It shall be the duty of
the police department to enforce the ordinances of the town and state
and federal laws.

(a) The
chief of police is appointed by the town council and serves at will
and at the pleasure of the town council.
(b) The
chief of the police shall carry out the functions of the police department
relating to public safety and enforcement of ordinances and state
and federal laws; organize the police department of the town in conformity
with the laws of the state and ordinances of the town; and shall promulgate
policies, procedures, rules, directives and orders for the administration
of the department, including but not limited to discipline within
the department.

(a) Police
officers of the police department possess the powers, duties and authority
of peace officers of the state and have the powers, rights, duties
and jurisdiction granted to or imposed on a peace officer by the laws
of the state and such other powers and duties as may be prescribed
by the town council.
(b) All
police officers and personnel of the police department shall be bound
by the directives, orders, rules, regulations and procedures for the
operation of the police department as may be promulgated by the chief
of police, and failure to abide thereby shall be subject to such disciplinary
action as may be determined by the chief of police within the limits
of state and federal law and city ordinance.
(c) No
person may be employed or retained by the police department as a police
officer unless that person has satisfied the basic requirements, completed
necessary training, and earned the certifications required for peace
officers of the state.

(a) The
chief of police may establish a reserve police force composed of personnel
who have earned the certifications, satisfied the basic requirements,
and completed necessary training required for peace officers of the
state.
(b) Members
of the police reserve force serve at the discretion of the chief of
police and may be called to service at any time deemed necessary by
the chief of police. Reserve officers shall act in a supplementary
capacity to regular police officers and shall not assume full-time
duties of regular police officers.
(c) The
members of the police reserve force shall operate under the direction
of the chief of police and shall serve as peace officers during the
discharge of official duties. Members shall serve at will, without
compensation.
