(a) 
No person may use or occupy any public park in violation of any regulation adopted by the town relating to public parks.
(b) 
No group or organization may use or occupy a public park without first having a permit to use or occupy the park. Permits shall be granted upon the submission of a completed application on a form provided by the town. The town will not impose a fee for a park use permit.
(c) 
No person may park or stand a motor vehicle within any public park after midnight and before 5:00 a.m. on any day of the week, unless the parking or standing is authorized by the town.
(d) 
No person may remain in a public park overnight unless authorized by the town.
(e) 
A violation of this article or of a regulation adopted by the town applicable to public parks is punishable by fine not to exceed five hundred dollars ($500.00). No intent need be pleaded or proven in the prosecution of an offense under this article, and a person in violation shall be strictly liable, regardless of intent.
