The Board of Supervisors of Shippensburg Township may, from time to time and by resolution passed by a majority of said Supervisors of Shippensburg Township, designate and mark fire lanes as may be reasonable and necessary on private property devoted to public use within Shippensburg Township. Such fire lanes shall be those areas immediately adjacent to a building or buildings for a distance of at least 12 feet from said building or buildings or at least 12 feet from the curb adjacent to said building or buildings on property such as shopping centers, bowling alleys, theaters, hospitals, churches, and similar locations as may be deemed necessary by the Board to insure proper ingress and egress of fire department and emergency vehicles for the protection of persons and property. Parking in such fire lanes shall be prohibited, and such fire lanes shall be posted "No Parking/Fire Lanes."
Where fire lanes have been designated by the Board of Supervisors of Shippensburg Township the marking of such lanes shall be performed and maintained by and at the expense of the property owner or occupier.
It shall be unlawful for any person, firm or corporation to barricade, obstruct, impede, park a motor vehicle, leave unattended a motor vehicle, or otherwise block any fire lane designated by the Board of Supervisors of Shippensburg Township. However, for the purpose of immediate parcel pickup or delivery, attended motor vehicles are permitted in designated fire lanes, provided that a licensed driver is always present with the vehicle to immediately remove the motor vehicle when it is necessary to do so.

Any person violating any provision of this article shall, upon conviction thereof in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be sentenced to pay a fine of not less than $15 or more than $1,000 for each violation plus costs of prosecution, including but not limited to reasonable attorneys' fees, or, upon default of payment of fines, costs and/or restitution, by imprisonment for a period not to exceed 30 days. Each day upon which a violation exists shall constitute a new and separate violation of this article.
A. 
Any vehicle parked in violation of any of the provisions of this article may be towed away, and vehicles thus towed away may be reclaimed only after paying the towing fee and/or storage. The payment of towing and storage charges does not relieve the owner or operator from any fine or penalty for violation of this article. Within 12 hours from the time of removal, notice that such has occurred shall be sent to the owner of record of the vehicle removed, designating:
(1) 
The place from which the vehicle was removed;
(2) 
The reasons for the removal; and
(3) 
The place to which it has been removed.
B. 
The fact that a vehicle that is illegally parked is registered in the name of a person shall be prima facie evidence that such person was in control of the vehicle at the time of the violation.
The following area is hereby designated as a fire lane, and it shall be unlawful for any person, firm, or corporation to obstruct, block, or otherwise impede such in violation of this article:
At K-Mart Shopping Plaza, located on state Route 974, Walnut Bottom Road, across from the Shippensburg Township Building, a distance of 12 feet from the curb along the entire front of said plaza, extending in front of the now existing K-Mart Building, passing in front of Weis Market, and continuing to an existing Dairy Queen.
It is declared that enactment of this article is necessary for the protection, benefit and preservation of the health, safety and welfare of the inhabitants of the Township of Shippensburg and the general public.
