(a)
Authority.
The city council, under the authority of the home rule charter, article III, section 2(3), of the city, shall have the right to investigate any allegations concerning the conduct of any office, department, agency, or officer of the city, and to make investigation as to municipal affairs in accordance with the home rule charter, and in accordance with such investigation shall have the authority to subpoena witnesses, administer oaths to such witnesses, and compel the production of books, papers, and other evidence.
(b)
Subpoenas.
In accordance with such investigation, the city council shall have the authority to issue subpoenas to such individuals or corporations as may be necessary and shall further have the right to order such persons and/or corporations to produce books, papers or other evidence as deemed necessary by the city council.
