The specifications set forth in this division are required by the city and will be followed within the city. Changes in policy may be adopted at any time. Notification by the electrical inspector of the change will constitute authority for such change.

No more than one single-family dwelling or place of abode shall be connected or served by one meter. In no case may two or more houses or combinations of houses or mobile homes be served by one meter unless licensed and recognized as commercial property. Violation shall be deemed grounds for immediate disconnection of service to the existing customer’s meter.

Where the electrical inspector determines that connection has been made ahead of the metering device, electrical service will be removed. Service will be restored only after correction of the violation and full payment of fees levied by the power suppliers. The city manager shall set the amount of the deposit for the customer to effect restoration of service, and there shall be no limit on this required deposit to restore service.

No person other than an authorized employee of the city shall be allowed to break the seal or disconnect service wires of any meter bases, loops or enclosures. Upon request, the city will provide this service without charge within 24 hours of notification. After inspection and certification of any changes, repairs or alterations, the city shall reinstall the meter and connect service wires.

Temporary service will be supplied only for construction purposes, on a limited time basis, and then only on approval by the electrical inspector.

No conduit shall be placed on utility poles without express permission of the electrical inspector. Conduits which are allowed on poles will be attached with approved type brackets which provide at least six inches clearance between the pole and conduit.

Power suppliers shall furnish meter sockets and transformers as required. Installation of the metering sockets and transformers will be done by the electrical contractor.

(a) 
Any special metering requirements shall be cleared through the electrical distribution department prior to installation. On jobs requiring code coloring or other identification of conductors, the ruling of the electrical inspector shall constitute final authority.
(b) 
All new meter loops shall be rated at least 100-ampere single-phase three-wire or three-phase four-wire with approved conductors and terminals.
(c) 
A point of service to either new or old buildings will be designated by the electrical inspector or the electrical distribution department. It shall be the responsibility of the electrical contractor to assure that the service location is acceptable to the electrical inspector. Each building shall be served at one point only with a service drop.
(d) 
On buildings which have more than one metering device or line disconnect, a permanent identification shall be placed on each meter base or line disconnect identifying that part of the building supplied or controlled. This marking should coincide with the street or mailing address. Apartment houses with multiple metering devices shall have apartment fronts plainly and permanently marked, and the same marking shall be permanently applied to the meter base serving the apartment before electrical service is connected. Pole meter loops of mobile home parks shall have permanent identification numbers attached.
(e) 
Where alterations or new construction by the owner of the premises or his agent reduces clearance of outside wires or service drops below the minimum requirements of this article, the conductors and service entrance shall be relocated as required at the expense of the owner.
(f) 
Where alteration or new construction by the property owner or his agent interferes with or reduces the minimum protection required for underground conductors or service laterals, the conductors or laterals shall be relocated at the expense of the owner to provide the required minimum protection.
(g) 
All meter installations shall be located so as to be readily accessible at all times to city personnel. Where meters are rendered inaccessible by virtue of alteration or new construction by the owner of the premises or his agent, such meters shall be reinstalled in accordance with the provisions of this article at the expense of the owner of the premises.

(a) 
All conductors for any wiring situation shall be copper only.
(b) 
Exception: The use of copper conductors or series 8000 aluminum conductors or better, may be allowed from below the point of metering to the distribution panel(s) as long as the distribution panel is located outside the structure.
(c) 
All conductors shall be installed as per the current National Electrical Code adopted by the city.
