(a) 
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic-control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(A) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
(B) 
On a sidewalk;
(C) 
Within an intersection;
(D) 
On a crosswalk;
(E) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
(F) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
(G) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel;
(H) 
On any railroad track; or
(I) 
At any place where official signs prohibit stopping.
(2) 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(A) 
In front of a public or private driveway;
(B) 
Within 15 feet of a fire hydrant;
(C) 
Within 20 feet of a crosswalk at an intersection;
(D) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway;
(E) 
Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of said entrance, and the prohibited area is properly marked;
(F) 
At any place where official signs prohibit standing or parking.
(3) 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
(A) 
Within 50 feet of the nearest rail or a railroad crossing;
(B) 
At any place where official signs prohibit parking.
(b) 
No person shall move a vehicle not lawfully under his or her control into any prohibited area specified above or away from a curb such distance as is lawful.

(a) 
A person shall not stop, park or leave standing any vehicle, whether attended or unattended, upon the main-traveled part of a highway outside of a business or residence district unless:
(1) 
It is not practicable to stop, park or so leave the vehicle off such part of said highway;
(2) 
An unobstructed width of the highway opposite a standing vehicle is left for the free passage of other vehicles; and
(3) 
A clear view of such stopped vehicle is available from a distance of 200 feet in each direction upon such highway.
(b) 
This section shall not apply to the driver of any vehicle that is disabled while on the paved or main-traveled portion of a highway in such manner and to such extent that it is impossible to avoid stopping and temporarily leaving the disabled vehicle in such position.

(a) 
No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement and with the right-hand wheels of the vehicle within 18 inches of the curb or edge of the roadway, except as otherwise provided in this section. On one-way streets, vehicles may be parked on the left side of the street, with the left-hand wheels within 18 inches of the curb or edge of the roadway, unless signs prohibit parking.
(b) 
Upon those streets which have been signed or marked for angle parking, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or marking.
(c) 
Whenever parking spaces are marked by lines on the pavement, whether for parallel or angle parking, a vehicle must be parked entirely within the lines of the parking space.

(a) 
The chief of police or his or her designee shall use parking stalls to be maintained and marked off on such streets and parts thereof as may be designated by the city council or the chief of police with the consent of the city manager. The chief of police or his or her designee shall use spaces in which parking is prohibited to be maintained and marked off on such streets and parts thereof as may be designated by city council or the chief of police with the consent of the city manager.
(b) 
The chief of police shall use time limit parking areas to be maintained and marked in and on such part or parts of streets as the chief of police with the consent of the city manager may designate or as may be designated by city council. All such spaces or areas shall be clearly indicated by appropriate signs or by marking on the pavement or curb.
(c) 
In areas designated as time limit parking areas, parking may be limited to any period prescribed by the chief of police with the consent of the city manager or by city council, the same to be designated with clearly distinguished markings or signs.
(d) 
Any prohibition of or time limit on parking established under this section shall apply on such days and between such hours as designated with clearly distinguished markings or signs.

(a) 
It shall be unlawful for any person to leave, stand, or park an unattended or standing trailer, semi-trailer, pole trailer, or house trailer, either attached or unattached to a motor vehicle, on any city alley-way or on those city streets designated on that certain map attached hereto and on file in the city offices, which map is hereby adopted by reference, provided that any such trailer is legally parked on the street along the curb immediately adjoining the property the person, firm, or corporation owns, rents or leases as its permanent business site, or residence and the property is in an area commercially zoned or zoned R-1.
(b) 
It shall be unlawful for any person, firm or entity to leave, stand, or park any unattended commercial vehicle with more than two axles, on those public streets of the city designated by the map referred to in subsection (a) above.
(c) 
It shall be unlawful for any person to leave, stand, or park any motor home or recreational vehicle, or any kind, type or description on those public streets of the city designated by the map referred to in subsection (a).
(d) 
For the purposes of this section, the words “unattended” and “standing” shall mean any halting, even momentarily, or the vehicles prohibited by this section, other than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers, cargo, merchandise, or delivering services.
(e) 
It shall be unlawful to leave unattended, stand, or park any vehicle or trailer of any kind or description upon a city street or alley without a current, valid registration and inspection.
(f) 
It shall be unlawful to leave unattended, stand, or park any vehicle or trailer of any kind or description upon a city street or alley in such a way that it impairs intersection sightlines or blocks a street, alley, drive, entrance, or other point of access for public or private use. The police department or its designee is hereby authorized to remove and tow away, or have removed or towed by a commercial towing service, any vehicle or trailer ticketed or tagged under this section and not removed within ninety-six hours of the notice. Vehicles or trailers towed hereunder shall be restored to the owner upon payment of all parking citations thereon plus all applicable towing and storage costs.

(a) 
Under the provisions of section 681.009 of the Texas Transportation Code, it is hereby required that the owners of all private property in the city who utilize the property to extend services to the public shall establish handicapped parking spaces in the ratio of one handicapped parking space for every 100 parking spaces but in no event shall there be less than one handicapped parking space and that such handicapped parking space or spaces shall be located as close to the building facility as possible.
(b) 
Any vehicle utilizing the handicapped parking space shall have disabled parking placards as authorized by section 681.002 of the Texas Transportation Code or special license plates issued under section 504.201 of the Texas Transportation Code, either of which displayed as required by section 681.006 of the Texas Transportation Code.
(c) 
Any violation of this section shall constitute a misdemeanor enforceable and punishable as permitted by section 681.011 of the Texas Transportation Code.

(a) 
The north side of Austin Street (Highway 290 East) from Leon Street to Grimes Street is a no parking, stopping or standing zone. Stopping, standing or parking on the north side of Austin Street (Highway 290 East) from Leon Street to Grimes Street is strictly prohibited.
(b) 
All violations of such parking restrictions and charges shall be deemed the responsibility of the registered owner of the vehicle.
(c) 
Penalties.
Whoever violates any provision of this section shall be fined the following: $25.00.
(d) 
Increased penalties.
(1) 
Whoever fails to pay the fine noted above within 7 days, shall pay an increased penalty as follows: $50.00.
(2) 
If you fail to pay within fourteen (14) days, the matter will be referred to the city municipal court. The registered owner of a vehicle who is found guilty of a violation of this section shall be guilty of a violation and shall, upon conviction, be punished by a fine not to exceed $500.00.
