(a)
The director of public works shall promptly draw up drought rules and regulations defining each of the three categories of drought in specific terms peculiarly applicable to the city water system, its capacity and usage.
(b)
Such rules and regulations shall conform to the city’s adopted water conservation and drought plan.
(c)
A copy of such rules and regulations shall be transmitted to the city council for its approval and thereafter a copy shall be mailed to each water customer.
(d)
Such regulations shall provide for warnings and a request for voluntary compliance with stated water regulations to be sent to each water customer after a declaration of a mild drought condition.
(e)
Such regulations shall impose specific mandatory limitations on water usage by various classes of customers after a declaration of a moderate drought condition with notice to each water customer.
(f)
Such regulations shall impose both stringent water use limitations and certain usage prohibitions (to be specifically spelled out in such regulations) by various classes of customers after a declaration of a severe drought condition with notice to each water customer.

Failure of a water customer to comply with the regulations applicable shall result in the enforcement of the following sanctions:
(1)
Mild drought condition.
Compliance with mild drought condition is voluntary.
(2)
Moderate drought condition.
A notice for specific mandatory compliance shall be sent by mail. If such notice is disregarded for so long as five days then a final warning shall be sent by mail giving the customer three days to become fully compliant. Continued noncompliance after such final warning for three days shall result in water service being cut off to such customer without further notice. Such service shall not be restored without payment of all fees.
(3)
Severe drought condition.
A combined notice for specific mandatory compliance and final warning shall be sent to the noncomplying customer by mail, giving such customer only three days to reach full compliance. Continued noncompliance after notice and final warning prescribed above shall result in immediate discontinuance and cut-off of water service to such customer. It shall not be restored without payment of all fees.
