The monthly charges for city garbage service shall be those charges set out by contract between the city and the garbage service provider, plus a surcharge as may be set by the council from time to time.

No credit will be given to any person for vacancy thereof unless the city is notified by such person within seven days after the property is vacated. If no notice is given to the city within the required seven days, credit will only be given from the date of the nearest billing period after such notice is given.
