(a) 
Charges.
The following resident and nonresident charges are hereby established for the disposal of garbage, trash, brush/yard waste and rubbish at the city-owned transfer station. There is a minimum charge of one (1) cubic yard applied to all disposals.
(1) 
City residents, upon providing proof of residency as set out above, shall be charged a rate of $10.00 per cubic yard.
(2) 
Nonresidents, as defined above, shall be charged a rate of $20.00 per cubic yard.
