(a)
The city council, acting for and on behalf of the city, shall enter into all necessary agreements with the Employees Retirement System of Texas for the purpose of carrying out the provisions of the federal old-age, survivors and disability insurance program, commonly known as social security.
(b)
The city secretary is hereby directed to be the person responsible for making assessments, collections, payments and reports as required by the Employee Retirement System of Texas.
(c)
This insurance provides for benefits for retirement and disability and is financed by social security taxes which are paid through payroll deductions by the employee. The city contributes an equal amount toward financing this insurance.
