The city council hereby adopts the Personnel Policies Manual, dated April 1984, with amendments as may be subsequently approved by ordinance of the city council, as the official policy of the city with regard to personnel administration. A copy of the manual is on file in the office of the city secretary and shall be deemed to be incorporated in this code and shall become a part thereof as fully as if set out at length herein.
