It shall be unlawful for the driver of a vehicle to turn such vehicle so as to proceed in the opposite direction upon any street within the corporate limits of the city, unless such movement is made at an intersection not controlled by traffic lights and can be made in safety without interfering with other traffic.

Ordinances establishing special speed limits for specific streets are not included in this code, but such ordinances are on file in the city secretary’s office. Ordinances establishing special speed limits are specifically saved from repeal upon adoption of the Code of Ordinances.

It shall be unlawful and an offense for any person to drive a motor vehicle in excess of the maximum limits as referenced in section 12.03.031. Any person who shall do or perform an unlawful act or commit an offense hereinabove set out shall be deemed guilty of a misdemeanor and shall, upon conviction thereof, be fined in accordance with the general penalty provision set forth in section 1.01.009 of this code.
