The following words, terms and phrases, when used in this division,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Board
means the parks and recreation board of the city.

There is hereby created in and for the city a board which shall
be known as the parks and recreation board.

The parks and recreation board shall consist of seven members,
who shall be appointed by a majority vote of the city commission to
serve for a period of three years.

Each member of the parks and recreation board shall be a resident
of the city and a qualified voter within the city, unless this qualification
shall be waived by a majority vote of the city commission.

All vacancies occurring in the membership of the parks and recreation
board shall be filled by appointment by a majority vote of the city
commission.

The members of the parks and recreation board shall organize
and select their own officers and shall hold meetings as required
and shall designate the time and place of such meetings.

The parks and recreation board shall adopt its own rules of
procedure for the conduct of its meetings.

The secretary of the parks and recreation board shall keep minutes
of the board’s proceedings.

A simple majority of the members of the parks and recreation
board present at any meeting shall constitute a quorum for the transaction
of business.

The powers and duties of the parks and recreation board shall
be as follows:
(1) Act
in an advisory capacity in all matters pertaining to public parks
and recreation operated by the city.
(2) Assist
in the planning of parks and recreation programs and promote and stimulate
public interest therein, and, to that end, solicit to the fullest
possible extent the cooperation of the school authorities and other
private agencies.

(a) The
members of the parks and recreation board shall serve without compensation.
Whenever it is deemed necessary by such board to incur any expense
in performing the duties assigned to such board, an estimate of such
proposed expenses shall be submitted to the city commission.
(b) No
debts of any kind or character shall be made or incurred by the board
or anyone acting for the board unless such expenditure has been specifically
authorized by the city commission prior to the time such obligations
are incurred.
