(a) 
It shall be unlawful for the owner or harborer of any dog to harbor or permit such dog within the city without having presented a certificate of vaccination as provided in section 2.02.033 for such dog and having paid the city, in advance, an annual license tax in the amount which is on file in the city secretary’s office upon each dog four months of age or over.
(b) 
The license fees required by this section shall be due and payable on or before January 1 of each calendar year, and when paid shall be good for the year ending December 31 following payment of such fee. Payment of the fee after January 1 of any year shall cover only the unexpired part of the 12-month period, and the fee shall not be prorated.

(a) 
Issuance.
Upon payment of the license fee required in section 2.02.031, the city shall furnish the owner of such animal a durable numbered tag of a distinctive design, with the year for which the tag is issued and the serial number of the tag. The tag shall at all times be securely attached to a collar around the neck of the dog or harness around the neck and body of the dog upon which the fee has been paid.
(b) 
Duplicates.
If any owner or harborer of any dog has lost or destroyed any dog tag issued by the city and paid for by such owner or harborer, such owner shall present proper and satisfactory proof to the city of such loss or destruction of such dog tag, and upon proper application to the city with payment of a fee in the amount which is on file in the city secretary’s office may receive from the city a substitute dog tag to replace the one lost or destroyed.

(a) 
It shall be unlawful for any person to own or keep any dog or cat four months and older in the city unless such dog or cat is currently vaccinated against rabies by the injection of anti-rabic vaccine by a licensed veterinarian in an amount sufficient to produce an immunity.
(b) 
Every person owning or keeping any dog or cat four months and older, currently vaccinated against rabies as provided in subsection (a) of this section, shall procure a written vaccination certificate, signed by the veterinarian administering the vaccine, giving an accurate description of the dog or cat, the date of immunization, and the name and address of the owner of the dog or cat.
(c) 
The animal control officer and/or a police officer may request to see such vaccination certificate at any time. The failure of the owner or person in possession of a dog or cat to exhibit such vaccination certificate upon request shall constitute an offense under this chapter.
