The electrical inspector shall be the building official appointed by the city commission, who shall hold office until his successor is appointed and duly qualified. Assistant inspectors shall be appointed by the city commission whenever occasion demands.

(a) 
The building official shall inspect and test electrical installations and systems in all buildings and structures when he has reason to believe the installations or systems are unsafe or improper or do not comply with applicable provisions of this code, state law or city ordinances.
(b) 
The building official shall inspect all installations, alterations and repairs of electrical work.

The building official shall, upon determining that unsafe, improper or unlawful installations exist upon any premises within the city, immediately notify the owner of the premises or his agent or the electrician performing work on the premises, in writing, specifying the exact deficiency existing, and shall allow the parties a reasonable time to correct the deficiency. If corrective action is not begun immediately, or if the deficiency is not corrected within the prescribed time, then the building official shall, if he believes public welfare endangered, order the electricity supply to the premises to be discontinued.

The building official and his assistants shall, in the performance of their duties, and as far as may be necessary, have the right to enter any building or premises at all reasonable hours for the purpose of making any tests or inspections of the electrical wiring and appliances therein contained.

The building official shall keep or cause to be kept a record of permits and inspections required under this division. He shall also keep a record of all condemnations of electrical installations.

The building official shall stop the installation, alteration or repair of any electrical work whenever in the building official’s opinion the work is being done in a reckless, careless or unsafe manner or in a manner which violates the provisions of this division. He shall also stop the use of materials, maintenance or operations which violate the provisions of this division. Upon determining that particular work should stop, the building official shall post a notice to that effect on the premises and thereafter no person shall proceed with the installation until the building official has cancelled the stop work notice.
