No person shall complete any electrical installation or install, erect or alter material, wiring, fixtures or any other apparatus to be used for the generation, transmission and/or utilization of electricity for light, heat, and/or power in or on any building or premises in the city without securing a permit therefor from the office of the building official; provided, however, that no permit shall be required for minor work such as repairing flush and snap switches, replacing fuses, and changing lamp sockets and receptacles. This section shall not apply to maintenance and repairs on the premises of a person regularly employing a licensed maintenance electrician for that purpose.

Any homeowner or holder of a master electrician’s license recognized by the city may obtain a permit required by the provisions of this division by making application therefor to the building official. In addition to the pertinent information required by the building official in such application, the city may require that plans and specifications of the electrical work to be done be filed with such application.

Upon proper application for an electrical work permit and after payment of the required fees, the building official or his representative shall issue the applicant a permit for the proposed work.

(a) 
Single-family residential dwellings.
A fee as set out in the permit fee schedule in appendix A of this code shall be paid by the applicant for a permit under the provisions of this division for electrical work to be done in or on all single-family residential dwellings and additions thereto.
(b) 
Other buildings.
A fee as set out in the permit fee schedule in appendix A of this code shall be paid by the applicant for a permit under the provisions of this division for electrical work to be done in or on all buildings other than single-family residential dwellings.

Installations wherein there is wiring to be concealed shall be inspected before concealment. The person installing such wire shall notify the building official thereof and the wires shall not be covered or concealed until the building official has approved the wiring. Any person covering or concealing wires shall be deemed guilty of a misdemeanor.

All persons shall make application for a permit upon completion of all electrical rough-in work. Permit holders whose installations are ready for inspection shall allow the office of the building official 24 hours from the time the work is ready for inspection, Sundays and holidays excluded, before proceeding with the installation.

All permit holders, upon completion of the electrical work authorized by such permit, shall file a request for final inspection at the office of the building official. The building official shall be allowed 24 hours from the time of filing the request for final inspection before electrical service shall be connected by any electric service company.

Nothing contained in this division shall be construed to prevent the issuance of permits to owners of dwellings for electrical repair work in such dwellings, and nothing in this division shall construed to prevent the issuance of permits to owners who erect a dwelling in which they are to live. No permit shall be issued under this provision until the owner submits an affidavit of intention to live in such dwelling. No person shall be issued a permit to build, construct or erect a dwelling under the provisions of this section more frequently than once each two calendar years.
