No person shall complete any electrical installation or install, erect or alter material, wiring, fixtures or any other apparatus to be used for the generation, transmission and/or utilization of electricity for light, heat, and/or power in or on any building or premises in the city without securing a permit therefor from the office of the building official; provided, however, that no permit shall be required for minor work such as repairing flush and snap switches, replacing fuses, and changing lamp sockets and receptacles. This section shall not apply to maintenance and repairs on the premises of a person regularly employing a licensed maintenance electrician for that purpose.
