All plumbing, electrical, building and other work on or at any
manufactured home or recreational vehicle park shall be in conformity
with the provisions of this code, state law and city ordinances, rules
and regulations regulating such work.

An adequate supply of pure water for drinking and sanitary purposes
shall be supplied by pipes to all buildings and manufactured home
or recreational vehicle spaces within a manufactured home or recreational
vehicle park to meet the requirements of the park. Each of the individual
spaces shall be provided with a cold water tap at least four inches
above the ground. An adequate supply of hot water shall be provided
at all times in the service buildings.

(a) Waste
from showers, bathtubs, flush toilets, urinals, lavatories and slop
sinks in service and other buildings within a manufactured home or
recreational vehicle park shall be discharged into a public sewer
system in compliance with applicable provisions of this code or into
a private sewer and disposal plant or septic tank system of such construction
and in such manner as will present no health hazard.
(b) Each
manufactured home or recreational vehicle space shall be provided
with a trapped sewer at least four inches in diameter, which shall
be connected to receive the waste from the shower, bathtub, flush
toilet, lavatory and kitchen sink of the manufactured home or recreational
vehicle harbored in such space and having any or all of such facilities.
The trapped sewer in each space shall be connected to discharge the
waste into a public sewer system in compliance with applicable provisions
of this code or into a private sewer disposal plant or septic tank
system of approved construction and in such manner as will present
no health hazard.

All service buildings and the grounds of each manufactured home
or recreational vehicle park shall be maintained in a clean, sightly
condition and kept free of any condition that will menace the health
of any occupant or the public or constitute a nuisance.

The owner and operator of each manufactured home or recreational
vehicle park shall be responsible for the installation, construction,
repair, maintenance, upkeep and reconstruction and reinstallation
of all utilities, to include but not be limited to water, gas, electrical,
and sewer service, and all lines, facilities, and appurtenances thereto
and necessary for the furnishing of utility services within such parks.
