It is mandatory that all persons utilizing water for human consumption
in the city limits connect onto and utilize water only from the water
distribution system of the city. Drilling of private water wells for
human consumption in the city limits is prohibited. Drilling of private
water wells for consumption and utilization other than by human beings
shall be unlawful unless specifically approved by and under the direct
control and supervision of the city.
