The management of the city water and sewer systems shall be by the city water superintendent and the city sewer superintendent, respectively. It is their responsibility to ensure that the city water and sewer systems are operated efficiently and in full compliance with applicable federal, state, and municipal law. Administrative support and oversight shall be provided by the city administrator, acting under the authority of the city council.

(a) 
The city administrator shall be responsible to the city council for the collection of all water and sewer charges, fees, permits and so forth. A complete system of accounts shall be kept by the city and an audit of its affairs for each year shall be prepared by an independent certified public accountant or a firm of independent certified public accounts.
(b) 
The fiscal year of the city shall be from October 1st to September 30th. A signed copy of the audit report shall be delivered to each member of the city council not later than ninety (90) days after the close of each fiscal year, and a copy of the audit shall be kept on file at the city hall and shall constitute a public record open for inspection by any interested person during normal office hours. The city council shall file a copy of each audit with any government agency or bond holder regarding same and who are creditors holding bonds, notes and mortgages and other instruments of obligations against the water and sewer system for the city.

(a) 
In operating the water/sewer system, the city council shall adopt such rules and regulations to provide a safe and sanitary water/sewer system to its customers and residents. It shall be mandatory that each owner or resident of a property that has access to the water/sewer system, which includes a main use building or one under construction, shall make connection and use said water/sewer system. All residents and owners who refuse or fail without just cause, to connect to the city’s water/sewer system and use same within fifteen (15) days after the water or sewer system services are available and accessible to their property shall be in violation of this article.
(b) 
Any person or persons violating any of the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction shall be punished by fine in accordance with the general penalty provisions found in section 1.01.009 of this code and each and every separate offense shall be subject to a separate fine.
