This chapter shall be known as and may be cited as the "Reilly Township Traffic Control Ordinance."
The intent of this chapter is to amend Ordinance No. 87-1[1] and to exercise the authority granted by the General Assembly of the Commonwealth of Pennsylvania Act of June 17, 1976, P.L. 162, No. 81, as amended (the Vehicle Code, Title 75 of Pennsylvania Consolidated Statutes),[2] in an effort to promote the general health, welfare, and safety of Reilly Township and to provide for the uniform administration of motor vehicle control within Reilly Township.
This chapter shall apply uniformly to all persons and all motor vehicles while operated or parked within Reilly Township or any property owned by Reilly Township and over which it exercises control.

Unless specifically defined below, words or phrases used herein shall be interpreted so as to give them the same meaning as they have in common usage and so as to give this chapter its most reasonable application consistent with the intent herein expressed.

The word "shall" is always mandatory and not nearly directory.
D. TOWNSHIP
Words used in the present tense include the future and past, words in the plural number include the singular, words in the singular number include the words in the plural, and words either in the feminine, masculine or neuter shall include words of the other two genders.
Hereinafter shall mean Reilly Township, County of Schuylkill in the Commonwealth of Pennsylvania.
All provisions of the Vehicle Code (Act of June 17, 1976, P.L. 162, No. 81, as amended, Title 75 of the Pennsylvania Consolidated Statutes)[1] shall apply within the Township on all streets and highways therein, except the specific provisions of this chapter shall be read to expand the provisions of the Vehicle Code. All provisions herein are to be construed whenever possible to be consistent with the provisions of the Vehicle Code and all provisions herein shall be construed as expanded, clarified, and augmented by applicable provisions of the Vehicle Code.
