(a) 
Due to the congestion of traffic, the frequency and passage of vehicles, the direction and volume of flow of traffic, the dimensions and conditions of the streets herein named within the city, and for the free flow and expeditious handling of traffic and the safety of person and property, all public streets except those streets designated as a through truck route in accordance with section 16.06.002 within the city shall be closed to through truck traffic. It shall be unlawful for any person to drive or cause to be driven or operate or maintain a truck, as defined herein, on any public street within the city having no destination, pickup or delivery point located within the city.
(b) 
The city administrator is authorized to and directed to place appropriate signs indicating “No Through Truck Traffic,” provided that no such sign shall apply or be placed on those streets designated as a through truck route as provided herein. The city administrator is authorized to place appropriate “Through Truck Route” signs to indicate authorized through truck routes through the city.

(a) 
There is hereby designated the following street as a designated through truck route:
Bee Cave Road (Farm to Market Road 2244) as it is situated and contained within the city.
(b) 
If a designated through truck route is temporarily unable to be used by vehicular traffic or for any reason closed to traffic, the city administrator shall designate an alternate designated through truck route to be used by through truck traffic.

The following are exempted from the provisions of this article:
(1) 
Trucks whose presence in the city is to deliver or pick up articles to destinations located within the city and the person driving such truck possesses a proof of route as herein defined.
(2) 
Authorized emergency trucks, trucks of a fire department, police trucks, public and private ambulances for which permits have been issued by the state board of health, emergency trucks of municipal departments or public service corporations as are designated or authorized by the governing body of an incorporated city, private trucks operated by volunteer firefighters or certified emergency medical services volunteers while answering a fire alarm or responding to a medical emergency, and trucks owned by the state, or any other political subdivision thereof engaged in bona fide emergency utility repair of electric, water or wastewater services.

(a) 
Presence of a truck on a street not a designated through truck route within the city and the driver of such truck not having immediate possession of a valid proof of route specifying and identifying a person or place within the city as the point for pick up or delivery shall constitute a violation of this article punishable by a fine not to exceed $500.00.
(b) 
Passage of a through truck to any point beyond the limits of the city on a street or streets designated as closed to through truck traffic shall constitute a violation of this article punishable by a fine not to exceed $500.00.
(c) 
Passage of a through truck onto Bee Cave Road from a street or streets designated as closed to through truck traffic shall constitute a violation of this article punishable by a fine not to exceed $500.00.
