(a) 
The City of San Augustine, Texas, is an incorporated city.
(b) 
The provisions of title 28 of the Revised Civil Statutes of Texas of 1925, as amended, known as Vernon’s Annotated Revised Civil Statutes of the State of Texas, title 28, relating to cities and towns, are hereby adopted and accepted in lieu of the charter of the city, and the city is subject to the provisions of title 28, aforesaid, and vested with all the rights, powers, privileges and immunities and franchises therein conferred.

The seal of the city shall be the coat of arms of the State of Texas in a circle with the words “City of San Augustine, State of Texas” engraved around the margin thereof.

All licenses shall be issued by the secretary under the seal of the city and shall be in the following form:

(a) 
The fiscal year and budget year of the City of San Augustine is hereby changed so as to commence on the 1st day of October of each year and to end on the 30th day of September of the following year.
(b) 
Commencing with October 1, 2021, and each year thereafter, the fiscal year of the city shall run for a 12-month period and shall commence on the 1st day of October, and shall end on the 30th day of September next succeeding.
