All claims for payment made to the Township of Elsinboro shall be submitted to the Township Clerk, in writing, on Township voucher forms, setting out the details of the labor or services performed and/or the materials and supplies supplied and any other purchases or services rendered, giving a description of the same and the date of service and/or delivery. Said voucher shall be signed by the claimant or representative of the claimant.
The itemized bill with accompanying voucher shall be forwarded by the Township Clerk to the Chairperson of the committee responsible for said claim. One member of said committee shall sign the voucher, which shall be indication that the services performed or the materials supplied were in proper form and in accord with the bill. Said voucher shall also be certified to by an officer or committee member having knowledge of the facts and certify that the materials and supplies have been received or the services rendered.
The Township Clerk is authorized and directed to examine and audit all claims prior to approval thereof and, for this purpose, shall request the production of delivery slips, appropriate receipts, etc. The Clerk is authorized and empowered to notify vendors at least 10 days prior to the time when claims shall be presented in order that adequate time may be allowed for audit and review prior to action by the Township Committee.
After all vouchers have been signed and certified to as aforesaid, payment of the claim shall be made after approval of the Township Committee, said approval being noted by the Township Clerk on the voucher.

All claims, after such approval, shall be submitted to the Township Chief Financial Officer, who shall prepare a warrant check in payment thereof, which shall be signed by the Mayor, Township Clerk and Chief Financial Officer.
The governing body may reject any claim presented to it, stating the reason for such rejection. Any disapproval of any claim shall be returned to the Township Clerk with such instructions as the governing body may give at the time of disapproval.
It shall be the duty of the Township Clerk to record all claims in the minutes of the regular and/or special meeting of the Township Committee, indicating that the Township Committee has, by formal action, approved and/or disapproved the same and, if disapproved, stating the reason for such disapproval.
