A certain document, three (3) copies of which are on file in the office of the city clerk, being marked and designated as the 2012 International Building Code, including appendix chapters A– G and I–J, as published by the International Code Council, be and is hereby adopted as the building code of the city, for the control of buildings and structures as herein provided and providing for the issuance of permits and collection of fees therefor, and each and all of the regulations, provisions, conditions and terms of said 2012 International Building Code, published by the International Code Council, on file in the office of the city clerk, are hereby referred to, adopted and made a part hereof as if fully set out in this division, with the additions, insertions, deletions and changes, if any, prescribed in section 3.02.052 of this division.

The city clerk is hereby authorized, directed and empowered
to insert at an appropriate place in the code adopted in this division
a certificate to the effect that the code is an official publication
of building laws, ordinances and resolutions passed and adopted by
the city, and that such publication in book form, affecting the city
by authority and under direction of the city council, is effective
as the building laws and ordinances of the city, except as otherwise
provided in this code.

On all buildings, structures or alterations requiring a building permit, as set forth in section 105 of the building code adopted in this division, the fee shall be paid as required at the time of filing application, in accordance with the permit fees as provided in the fee schedule in appendix B to this code.
