Certain documents, three (3) copies of which are on file in the office of the city clerk, being marked and designated as the 2012 International Property Maintenance Code, as published by the International Code Council, be and is hereby adopted as the property maintenance code of the city, for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said 2012 property maintenance code, published by the International Code Council, on file in the office of the city clerk, are hereby referred to, adopted, and made apart hereof, as if fully set out in this division, with the additions, insertions, deletions and changes, if any, prescribe in section 3.02.152 of this division.

(a)
Purpose.
The purpose of this section is to establish
regulations for the reasonable use of tarpaulins and covers for the
temporary protection of property from the effects of sun, rain, hail,
wind and other forms of weather and to secure and protect property
as a result of other catastrophic events.
(b)
Tarpaulin.
Definition.
Any canvas or other hard-wearing material, which may or may
not be, waterproofed with tar, paint or wax, of any color, that is
used to cover or protect items from rain, sun or other weather elements,
commonly known as a ‘tarp.’
(c)
Use as a building material.
(1)
The use of a tarp or other temporary cover as a long-term roof covering
or any other form of building material is strictly prohibited.
(2)
Tarps or other temporary covers may be used as roof covers, for no
longer than sixty (60) days. Extended use must be approved by the
building official.
(3)
Tarps or other temporary covers may not be used as fencing material
or as a part of a privacy fence or screen.
(d)
Screening or covers.
(1)
Screening.
The use of tarps or other temporary covers
as covers or screens for porches, carports or garages is prohibited.
(2)
Covers.
Tarps or other temporary covers may be used
for protection from weather not to exceed one (1) week. Extended use
must be approved by the building official.
(3)
Car and boat covers.
The use of tarps or other temporary
covers as car or boat covers is prohibited
(4)
Fitted covers.
Fitted covers designed specifically to
cover cars, boats, pools, ATVs, BBQ grills, etc., are permitted and
must be designed and used for their specific use.
