(a) 
The city council shall enter into all necessary agreements with the state department of public welfare for the purpose of carrying out the provisions of House Bill 603, Acts 52nd Legislature, R.S. 1951, and Public Law 734, 81st Congress, ch. 809, 2d, H.R. 6000.
(b) 
The mayor is hereby appointed as the agent of the city council and of the city to execute all such necessary agreements and instruments for and in behalf of the city council and the city.
(c) 
The city clerk shall be responsible for making assessments, collections, payments and reports as required by the state department of public welfare.

A sufficient sum of money shall be allocated and set aside from available funds for the purpose of carrying out the provisions of section 9.02.031, such sum of money to be known as the city social security fund, which fund shall be set aside and maintained in the regular city depository.

(a) 
The city manager is hereby authorized on behalf of the city to execute and enter into all necessary or supplementary or amendatory agreements with the state department of public welfare for the purpose of extending to and including social security coverage for all policemen and firemen of the city.
(b) 
The director of finance is hereby directed to make such assessments, collections, payments and reports as may be required by the state department of public welfare to provide social security coverage for all policemen and firemen of the city.
(c) 
A sufficient sum of money shall be allocated and set aside from available funds for the purpose of providing social security coverage for all policemen and firemen of the city, such sum of money to be known as a part of the city social security fund, which fund shall be set aside and maintained in the regular city depository.
