It shall be the duty of the chief of police to conduct analyses
of traffic accidents and to devise remedial measures, to conduct investigations
of traffic conditions and to cooperate with other city officials in
the development of ways and means to improve traffic conditions, and
to carry out the additional powers and duties imposed by this chapter
and other traffic ordinances.

The chief of police is hereby empowered to make regulations
necessary to make effective the provisions of this chapter and other
traffic ordinances and to make and enforce temporary or experimental
regulations to cover emergencies or special conditions. No such temporary
or experimental regulation shall remain in effect for more than ninety
(90) days, nor shall it be effective until approved by the city council.

It shall be the duty of the officers of the police department
to enforce all street traffic laws of the state and municipality.

Officers of the police department are hereby authorized to direct
all traffic by voice, hand or signal, provided that, in the event
of a fire or other emergency or to expedite traffic or to safeguard
pedestrians, officers of the police department may direct traffic
as conditions may require.

Officers of the fire department, when at the scene of a fire,
may direct or assist the police in directing traffic thereat or in
the immediate vicinity.

Any peace officer is hereby authorized to arrest without warrant
any person found committing a violation of any provision of this chapter.

The judge of the municipal court shall keep a full record of
every case in which a person is charged with any violation of this
chapter or of any other law regulating the operation of vehicles on
highways.

The police department shall annually prepare a traffic report,
which shall be filed with the city council. Such report shall contain
information on traffic matters in the city as follows:
(1) The number of traffic accidents, the number of persons killed, the
number of persons injured, and other pertinent traffic accident data;
(2) The number of traffic accidents investigated and other pertinent
data on the safety activities of the police;
(3) The plans and recommendations of the department for future traffic
safety activities.
