(a) 
No person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the circumstances then existing.
(b) 
No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(c) 
The driver of every vehicle shall, consistent with the requirements of subsection (b), drive at an appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions.

(a) 
It shall be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city at a greater rate of speed than thirty (30) miles per hour, except where speed zone signs are erected indicating a higher or lower rate of speed, in which case the speed indicated by the speed zone signs shall be the maximum speed permitted.
(b) 
The chief of police or director of public safety is hereby empowered to conduct reviews of speed limits on all streets within the city and to set the speed limits on any and all streets inside the city limits. The setting of all speed limits and placing of all signs governing the speed limits in the city limits prior to the enactment of this section are hereby ratified.

No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.

It shall be unlawful for any person to operate a motor vehicle of any kind or description at a speed in excess of twenty (20) miles per hour in any school zone within the city as may be marked or designated as such during the hours of 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 4:30 p.m., whenever such school is in session, unless the speed limit or time is otherwise posted.

(a) 
No person shall operate any motor-driven cycle at any time mentioned in subsection (a) of section 547.302(a) Texas Transportation Code, at a speed greater than thirty-five (35) miles per hour unless such motor-driven cycle is equipped with a head lamp or lamps which are adequate to reveal a person or vehicle at a distance of three hundred (300) feet ahead.
(b) 
No person shall drive any vehicle equipped with solid rubber or cushion tires at a speed greater than a maximum of ten (10) miles per hour.
(c) 
No person shall drive a vehicle over any bridge or other elevated structure constituting a part of a highway at a speed which is greater than the maximum speed which can be maintained with safety on such bridge or structure, when such structure is signposted as provided in this chapter.
(d) 
No person may operate on a public highway at a speed greater than thirty (30) miles per hour any self-propelled machinery specifically designed or especially adapted for applying plant food materials or agricultural chemicals and not designed or adapted for the sole purpose of transporting the materials or chemicals, unless the machinery is registered under chapter 502 of the Texas Transportation Code.

Whenever the speed limit of thirty (30) miles per hour, as prescribed by section 12.05.052, is, by the provisions of this division or other ordinance of the city council, increased or decreased at any intersection or other place or upon any part of a street, the chief of police shall erect appropriate signs giving notice of such speed limit, and no such limit shall be effective unless such signs are erected at such intersection or other place or part of such street.
