There is hereby created and established a city zoning commission of seven members in and for the city, constituted as follows:
(1)
Appointment of members.
Such city zoning commission shall consist of members appointed by the mayor and approved by the city council.
(2)
Qualifications.
The members of the commission shall be resident citizens and qualified voters in and of the city.
(3)
Terms.
Of the seven original members of the commission appointed by the mayor and approved by the city council, four shall serve for one year and three shall serve for two years. The term of office of each member shall be determined by lot at the first meeting. Thereafter new members shall be appointed each January to serve a term of two years. Any member may be reappointed for a succeeding term.
(4)
Removal of members.
With valid reasons, any member may be removed at any time by the mayor, followed by a majority vote of the city council.

(a)
The city zoning commission shall elect from its members a chairman, vice-chairman, and secretary to conduct their business.
(b)
The city zoning commission shall adopt rules for the practical and efficient transaction of business, and shall keep a record of its resolutions, transactions, findings and determinations, which shall be public record.
(c)
Regular monthly meetings shall be held, and additional meetings may be held from time to time upon the call of the chairman and vice-chairman with proper public notice being given. An agenda of business to be discussed shall be posted in a public place 72 hours before any meeting may be held.

(a)
The function and duties of the city zoning commission are to make recommendations to the city council, including the administration of the zoning ordinance of the city (preparation of an initial zoning and use district map, subject to the approval of the city council), insofar as is provided by law, and in accordance with law, and to perform all duties to be required and provided for said commission in the zoning ordinance of the city; further, to make or cause to be made, and to perfect and development of the city [sic]; together with the development of any area outside the boundaries of the city which may relate to the comprehensive planning of the city; also a function of the city zoning commission is to hold and conduct any public hearings regarding proposed zoning changes in the city.
(b)
As the work of making and developing the whole master plan progresses, the zoning commission may, from time to time, adopt and publish a part or parts thereof at the direction of the city council.

(a)
In preparation of such plan the zoning commission shall make careful and comprehensive surveys and studies of present conditions and future growth of the city, and with due regard to its relation to neighboring territory.
(b)
The plan shall be made with the general purpose of guiding and accomplishing coordinated, adjusted and harmonious development of the city and its environs which will, in accordance with the present and future needs, best promote health, safety, morals, order, convenience, prosperity and general welfare, as well as efficiency and economy in the process of development, including, among other things, adequate provision for traffic, the promotion of safety from fire and other dangers, adequate provision for light and air, the promotion of the healthful and convenient distribution of population, the promotion of good civic design and arrangement, wise and efficient expenditures of public funds and the adequate provision of public utilities and other public requirements.

The city zoning commission shall make regular monthly reports to the city council, giving a statement concerning the progress of its work during the preceding month, and making recommendations to the city council for action based on such report. The city council may, from time to time, adopt parts of said master plan and upon completion thereof may adopt such plan in its entirety. Pursuant thereto, and to implement same, the city council may make whatever changes in the zoning regulations of the city as may be required or indicated.

The zoning commission shall have and exercise all powers given to it by and under all ordinances of the city, and by and under V.T.C.A., Local Government Code, chapter 211, and amendments thereto, and particularly as the zoning commission is authorized and granted powers under V.T.C.A., Local Government Code, section 211.007 and amendments thereto.
