(a) 
There is hereby established a building inspection division to enforce the building codes adopted by the city, to insure and safeguard life and limb, health and property and public welfare.
(b) 
There is hereby established a position of building official, who shall be responsible for all matters relative to construction, inspection, and enforcement of these codes.
(c) 
The building official shall be responsible for the issuance of citations to any person, firm or corporation which is found to be in violation of any building codes or city ordinances.
(d) 
The building official will inspect all foundations, structural, mechanical, electrical and plumbing as defined in the application for building permit on all new structures, remodels, or additions.

(a) 
Adoption.
The Standard Specifications for Public Works Construction, North Central Texas, third edition, as may be amended from time to time, is adopted as the specifications for public works and private development projects carried out within the city. As formal amendments are developed by the public works advisory committee and published by the North Central Texas Council of Governments Executive Board, they shall be included and substituted in the specifications adopted hereby, and shall thereafter have the force of law, the same as if originally adopted hereby.
(b) 
Penalty.
Any person, firm, or corporation who violates any provision of this section shall be deemed guilty of a misdemeanor punishable by a fine in accordance with the general penalty provided in section 1.01.009 of this code for each and every offense.

(a) 
Required.
The city does hereby require that all buildings and structures in the city be numbered in accordance with the provisions of this section, and the city council hereby authorizes the building official to enforce the provisions of this section.
(b) 
Specifications for numbers; placement.
The official numbers or letters required by this section shall be of a durable metal type which will not tarnish or corrode on account of the action of the elements, and shall be of a color contrasting to its background. Numbers or letters shall be a minimum of four inches in height and one-half inch in stroke width. Numbers shall be placed so they will be visible from the street and/or alleyway adjacent to the building. Numbers shall be placed in the proximity of the front door of the building, and above the garage door or rear door of a building adjacent to a back alley. Numbers shall be fastened to the building with nails or screws in a manner approved by the building official. The building official may require the placement of numbers other than specified above when deemed appropriate due to unusual circumstances.
(c) 
Duty to affix numbers.
(1) 
It shall be the duty of each owner, agent of the owner or the occupant of any building or structure presently located in the city to affix numbers in compliance with the requirements of this section within 30 days of written notification by the building official of numbering requirements.
(2) 
It shall be the duty of the building permit applicant of any building or structure currently under construction or any building or structure permitted after the passage of this section to affix numbers in compliance with the requirements of this section.
(d) 
Penalty.
It shall be unlawful for any person, organization, association or corporation to violate any provision of this section. Any violator of the provisions of this section shall upon conviction be guilty of a class C misdemeanor and be subject to a fine in accordance with the general penalty provided in section 1.01.009 of this code. Each and every day the violation continues constitutes a separate and distinct offense and is punishable as such.
