When the following terms are used in this chapter, they shall have the meanings respectively ascribed to them in this section:
Loading zone.
The space or section of the street adjacent to the curb, set aside for the exclusive use of loading and unloading passengers, supplies or merchandise.
Official traffic signals.
Any device, whether manually, electrically, or mechanically operated, by which traffic is alternately directed to stop and proceed.
Official traffic signs.
All signs, markings and devices, other than signals, not inconsistent with this chapter, placed or erected by a public body or official having jurisdiction, for the purpose of guiding, directing, warning or regulating traffic.
Parking space.
The space or section of the street adjacent to the curbing and bounded and indicated by painted lines upon the surface of the street, extending from the curbing into the street.
Parking.
The standing of a vehicle, whether occupied or not, otherwise than a temporary stopping of such vehicle for the purpose of, and while actually engaged in, loading or unloading passengers or merchandise, or any involuntary stopping of the vehicle by reason of causes beyond the control of the occupant of the vehicle.
Pedestrian.
Any person afoot.
Right-of-way.
The privilege of the immediate use of the street, alley, or highway.
Traffic.
Pedestrians, vehicles, or ridden or herded animals, either singly or together, moving or being upon any public street, alley, sidewalk, or highway.
Vehicle.
Every device or machine in, upon, or by which any person or property may be carried, transported, drawn, or propelled in any manner upon any public street, alley or highway in the city.

(a) 
It shall be the duty of the police department, constable, or chief of police of the city to enforce the provisions of this chapter.
(b) 
Provided that, in case of fire or other emergency, or to expedite traffic, officers of the police and fire departments may direct traffic as conditions may require, notwithstanding the provisions of this chapter.

The chief of police is hereby empowered to make and enforce regulations necessary to make effective the provisions of this chapter and to make and enforce temporary regulations to cover emergencies or special conditions.

It shall be unlawful for any person to fail to comply with any lawful order, signal or direction of a police officer of the city.

It shall be unlawful for any person to violate any section or provision of this chapter or any rule or regulation made by the chief of police pursuant hereto, and any person violating any provision of this chapter shall, upon conviction, be fined in accordance with the general penalty provided in section 1.01.009 of this code.

(a) 
The chief of police may, whenever he deems it necessary or advisable, route and direct any unusually cumbersome, heavy or dangerous vehicle through the city along certain routes or streets, to be designated by him, in order to protect street surfaces, persons or property.
(b) 
It shall be unlawful for any person to disregard the instructions of the chief of police in regard to such route, or any signs or signals placed thereon, or to go upon any route or street not so designated.

(a) 
It shall be unlawful for any operator of a truck or truck -tractor to use an auxiliary or compression brake (also known as a `jake brake') that produces any noise in addition to the normal operating engine noise of the truck or truck-tractor within the city limits.
(b) 
Subsection (a) does not prohibit the passage of vehicles equipped with auxiliary or compression brakes within the city limits but rather prohibits the use of such equipment within the city limits.
(c) 
It is an affirmative defense to subsection (a) that the operator of a truck or truck-tractor used the unit's auxiliary or compression breaks in an emergency situation.
(d) 
The term "emergency situation" for purposes of this section means a situation in which there is an imminent danger of collision with property, persons, or animals.
(e) 
Emergency vehicles are exempt from this section.
(f) 
Penalty: Any person or persons violating or failing to comply with any provision of this section shall be fined, upon conviction, not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) for each violation.
