The city council shall, by resolution, determine and designate the character or type of all official traffic signs and signals in and for the city.

Subject to this article, the chief of police is hereby authorized, and it shall be his duty, to place and maintain, or cause to be placed and maintained, all official traffic signs and signals required hereunder.

All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the city must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic-control devices and those erected in the future by the city being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.

It shall be unlawful for the driver of any vehicle to disobey the instructions of any official traffic sign or signal unless otherwise directed by a police officer.

Whenever traffic at an intersection or elsewhere is controlled by traffic-control signals exhibiting colored lights and/or the words “Go,” “Caution,” and “Stop,” said lights and/or terms shall indicate as follows and shall be applicable to both pedestrian and vehicular traffic:
(1) 
Green light or “Go”. Traffic facing the signal may proceed.
(2) 
Yellow or “Caution”. When shown alone following green or “Go,” traffic facing the signal shall stop before entering the nearest crosswalk at the intersection.
(3) 
Red light or “Stop”. Traffic facing the signal shall, before entering the nearest crosswalk at the intersection or at such other point as may be designated by the chief of police, stop, and remain standing until green or “Go” is shown alone.
(4) 
Right and left turns.
(A) 
No turn to the left or right shall be made on any red light when entering any public square.
(B) 
Right turns on red lights shall be made only where such lights are accompanied by the words “Right Turn on Red Light,” and only then when the vehicle about to make such turn has first come to a complete stop for the red signal at the intersection where the turn is about to be made.
(C) 
A vehicle making such turn shall make same from the traffic lane nearest the curb parallel with the street in which such stop is made.

(a) 
Prohibited.
It shall be unlawful for any person to place or maintain or to display upon or in view of any street, alley, or highway any unofficial sign, signal or device which purports to be, or is an imitation of, or resembles, an official traffic sign or signal, or which attempts to direct the movement of traffic, or which hides from view or interferes with the effectiveness of any official sign or signal.
(b) 
Removal.
Every such prohibited sign, signal, or device is hereby declared to be a public nuisance, and the chief of police is hereby empowered to remove the same, or cause it to be removed, without notice.

It shall be unlawful for any person to willfully deface, injure, move, obstruct, or interfere with any official traffic sign or signal.

The making of left turns on green or “Go” signals by vehicular traffic shall be permitted at intersections where signal lights control traffic, except at those places where signs indicate that a left turn shall not be made.

(a) 
Subject to the approval of the city council, the chief of police is hereby authorized to establish, designate, restrict, or mark, by proper signs, buttons, lines, and markers, and shall thereafter cause to be maintained, crosswalks, safety zones, traffic lanes, loading zones, passenger zones, police and fire reserved zones, school zones, and parking spaces in the city where, in his opinion, there is a public necessity for same.
(b) 
Such establishment, designation, marking or restriction by the chief of police shall be prima facie evidence of the existence and legality of such crosswalks, safety zones, traffic lanes, loading zones, passenger zones, reserved zones, school zones, and parking spaces.

Stop signs shall be erected at the following intersections and such intersections are hereby designated as stop intersections. Every driver of a vehicle approaching a stop intersection shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, shall stop at a clearly marked stop line, but, if none, then at the point nearest the intersection roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection, except when directed to proceed by a police officer or traffic-control signal. Stop intersections and location of stop signs shall be as set forth in exhibit A to Ordinance 874-24.
