(a) 
Every person, before engaging in the business of doing the work of installing, repairing or removing of electrical wiring and equipment, shall comply with each and every section of this article and every section of the Texas Occupations Code, Title 8, Electricians, Chapter 1305 (House Bill No. 1487), except as otherwise provided. Such person shall also:
(1) 
Secure a master electrician’s license from the Texas Department of Licensing and Regulation, which license shall be issued in the name of the person who qualifies for the license; or
(2) 
Secure a journeyman electrician’s license from the Texas Department of Licensing and Regulation, which license shall be issued to the person who qualifies for the license. This license shall entitle the holder to do work of installing, repairing or removing of electrical wiring and equipment under the supervision of a licensed master electrician.
(b) 
Every person desiring to conduct work as an apprentice electrician, or as an electrician within a specific field, such as maintenance, signs, etc., shall first obtain the appropriate electrical license from the Texas Department of Licensing and Regulation before engaging in such work.

No license shall be used to qualify more than one person as a master electrician, maintenance electrician and/or journeyman, and a license shall not be used to obtain a permit for any electrical work, other than that contracted for by the licensee. Only master electricians shall be allowed to obtain permits.

(a) 
Every master electrician or his qualified representative who shall be a master electrician shall direct and superintend all electrical work installed by him in the city.
(b) 
Every person certified in accordance with this division shall be responsible for any defect of any construction, insofar as correction thereof is concerned, installed by him until such time as a certificate of approval has been issued and any and all defects that may have been concealed by such person and discovered by the building official or his duly authorized agent after a certificate of approval has been issued by the building official approving such construction. After the issuance of a certificate of approval, the person in whose name the meter is contracted shall be responsible for all defects caused by any additional work, extension or alteration except as provided by this article.

The board of construction shall have the power to suspend the use of a license granted under this division for proper cause as provided in Texas Occupation Code, Title 8, Electricians, Chapter 1305 (H.B. No. 1487). Any license may be suspended of use for a period of time allowed by law. Suspension of the use of license shall be only after written charges have been filed with Texas Department of Licensing and Regulation. Charges shall be filed with the board of construction by the complaining person, a copy of the charges shall be filed with the Texas Department of Licensing and Regulation, and a copy of the charges shall be served on the licensee. The proceedings relating to the suspension of the license allows for the licensee the right to a hearing under Chapter 2001, of the Texas Government Code. A hearing under this chapter may be conducted by a hearings officer designated by the commission found in Texas Occupations Code, Title 8, Chapter 1305.

(a) 
License required.
It shall be unlawful for any person to employ or use any person for the maintenance of electrical wiring and/or equipment upon his premises except a licensed master electrician or a licensed maintenance electrician who has first complied with all of the provisions of this article and is licensed under this division.
(b) 
Limitations.
The work performed by a licensed maintenance electrician on the property of his employer shall be limited to the repairs necessary to keep the installations in a safe condition, and the maintenance electrician shall not make any extensions or new installations whatsoever. A maintenance electrician’s license limits maintenance to the premises of one employer only.
