It shall be unlawful for any person to knowingly or wantonly
use or operate or cause to be used or operated any mechanical or electrical
device, machine, apparatus, or instrument which causes or produces
any sound or noise which is reasonably calculated to disturb the peace
and good order of the neighborhood or of the persons owning, using
or occupying property within the city.

The noise or sound caused or produced by the operation of the
following devices, machines, apparatus or instruments is hereby defined
as noises or sounds which are prohibited by this article:
(1) The
operation of any mechanical or electrical device, machine, or instrument
to intensify or amplify or to reproduce the human voice or any other
sound, within any building or on any premises in the city, whereby
the sound therefrom is cast directly upon the public streets or places
or where such device is maintained and operated for advertising purposes
or for the purpose of attracting attention of the passing public,
or which is so placed or operated that the sounds coming therefrom
can be heard to the annoyance or inconvenience of travelers upon any
street or public place or of persons in neighboring premises.
(2) The
operation of open air roller rinks or open air skating rinks.
(3) Unnecessarily
sounding automobile horns or warning devices.
(4) Open
blast furnaces under or connected with steam boilers or water heaters.
(5) The
operation of any steam boiler or water heater to which is attached
an instrument or outlet, commonly called a pop-off valve, through
which steam is permitted to escape when the steam pressure within
a boiler or water heater to which it is attached has reached a given
pressure.

This article shall not apply to the following:
(1) Delegations
from neighboring towns and cities visiting in the city on goodwill
tours;
(2) The
operation of microphones or any mechanical or electrical device, machine
or instrument to intensify the human voice or any other sound at any
public or community gathering of a civic or religious nature;
(3) Community
trades day activity; and
