The city, having a population of less than 5,000 as shown by the last preceding federal census, abolishes the office of marshal and confers the powers and duties of the office of marshal on the chief of police.

There is created the city police department for the health, safety, and welfare of the general public and the protection of the citizens of the city. The police department shall be headed by the chief of police. The city council may appoint and employ personnel for the police department, and may provide duties for the department.

(a) 
The position of chief of police of the city police department is created. The mayor, with the approval of the council, shall appoint the chief of police.
(b) 
The chief of police shall meet all the qualifications established by the city council, and be certified by the state commission on law enforcement officer standards and education (TCLEOSE). The chief of police shall have such duties and the number of personnel as the city council may direct.

(a) 
The position of police officer (Level 1, 2 and 3) of the city police department is created. The chief of police shall appoint the police officers, subject to city council approval.
(b) 
Police officers must complete and comply with any and all standards and requirements established by TCLEOSE. The police officers shall have such duties as the chief of police may direct.

(a) 
Dispatchers, administrative assistants, or any other position under the authority and jurisdiction of the police department shall be hired by the chief of police.
(b) 
The police dispatcher/administrative assistant shall meet the qualifications that the city council establishes.
